The City of Portage completed a 50,000-square-foot Public Works and Parks & Recreation Facility, replacing outdated infrastructure with a modern, sustainable complex that unites departments and enhances collaboration. Despite budget constraints, site challenges, and years of stalled progress, the construction team delivered a durable, community-focused building that will serve residents for generations.
Hooper played a vital role including plumbing construction, helping maintain the schedule and meeting strict Wisconsin Plumbing Code requirements. Their precise installation of extensive underground and overhead drain piping, water, and air systems was essential to the project’s success. The team also fabricated and custom welded stainless-steel washer, pressure piping for lasting performance and a clean finish. Prefabricating all above-slab plumbing off-site allowed for tighter joints, fewer field adjustments, and faster installation under controlled conditions.
To uphold top quality, Hooper implemented a zero-punch-list program, requiring every trade to meet final inspection standards as work progressed. When field verification revealed the planned tie-in point was located a quarter mile away and lacked adequate elevation, Hooper quickly redesigned the plumbing system, gaining over a foot of elevation to ensure a proper connection and keep the project on schedule.
